Senator Mark DeSaulnier
FEBRUARY 2013

Dear Neighbors,
On January 24th, I had the opportunity to attend Governor Brown's State of the State Address. The Governor's speech was refreshingly positive and hopeful about California's fiscal future, which is in stark contrast to the grim outlook we have been given in recent years past.
We have all made sacrifices to get our state on the road to recovery. I, along with fellow Democratic lawmakers, voted to make some very painful cuts to health, education and social programs these last few years. The voters have also given us a great deal of trust by voting for new taxes through Proposition 30. However, we are not out of the woods yet. We must remain steadfast and vigilant to avoid careless spending.
As Governor Brown said during his State of the State Address, "fiscal discipline is not the enemy of our good intentions, but a basis for realizing them." I am a firm believer that good fiscal policy is also good public policy.
I'm trying to do my part to keep our state government fiscally disciplined. One of the first items I introduced during this legislative session, Senate Constitutional Amendment 6, requires "pay as you go" ballot measures. This legislation would prohibit an initiative that increases government costs from being submitted to the voters unless the initiative also provides the revenues to cover its costs. We cannot afford to continue governing with an initiative process that allows us to pass ballot measures without the means to pay for them.
As our budget continues to stabilize, we can begin to reinvest in our most critical programs. I hope that we put an emphasis on reinvesting in education and infrastructure, which serve as the foundation for a stronger, modern California.
I was very pleased that the Governor's budget proposal includes increased funding for K-12 schools and higher education. Under this proposal, K-12 schools would see a $2.7 billion increase in funding. Higher education-a combination of the UC, CSU, and community colleges-would see a $1.3 billion increase.
As Chair of the Senate Transportation and Housing Committee, I echo Governor Brown's call to look for long term funding sources for transportation infrastructure projects. A 2011 Statewide Transportation System Needs Assessment by the California Transportation Commission projected a $296 billion funding shortfall over the next ten years. We simply cannot allow our already strained transportation infrastructure to continually be underfunded -- it hurts our economy and creates public safety hazards. In addition to paying long term economic dividends, upgrading our infrastructure will create jobs now -- helping aid our state's economic recovery.
While establishing a stable, long term funding source for transportation projects is a must, the way we spend that money must be done in the most accountable way possible. As we explore long term funding for transportation, there have to be accompanying measures taken to provide oversight of the way taxpayer money is spent. If we provide the necessary oversight, finding a stable source of funding -- to ensure our transportation infrastructure can meet the needs of a modern California -- is the financially smart and responsible thing to do.
If we can be of any service to you, please contact our office at senator.desaulnier@senate.ca.gov or by phone at (925) 942-6082.
Sincerely,
Senator Mark DeSaulnier

5.  Having Issues with the EDD or other State Agencies?

Our office has been getting lots of calls from constituents having trouble getting through to the California Employment Development Department (EDD). Our district office has knowledgeable staff, who are here to help you navigate the EDD, as well as any other state agencies. Please don't hesitate to contact us for assistance. The following is the story of a constituent we recently helped:
Our office recently assisted a woman who was diagnosed with bone cancer and had an issue obtaining her state disability benefits. Due to a clerical error, her benefits were backlogged by a few months. This only compounded her stress and caused her financial hardship. After several failed attempts to reach EDD directly to remedy the issue, her employer contacted our office requesting assistance on her behalf. Our District Office staff was able to get a hold of EDD and work with them to identify the problem and within a matter of days, our constituent received nearly $9000 in disability benefits that were owed to her.

6.  Staff Profile

Jonathan Uriarte is a District Representative and works in our Walnut Creek District Office. He specializes in resolving constituent inquiries related to the Department of Motor Vehicles (DMV), banking, insurance companies and all state taxing agencies. He is also our point person on public safety issues. As a District Representative, Jonathan has helped individuals with issues ranging from incorrectly assessed property fees to criminal investigations on fraudulent payments to state agencies. Jonathan graduated with a degree in Political Science from UC Berkeley in 2011. In his free time, he enjoys cooking good food, foreign films, and hiking. He speaks fluent Spanish and French.

7.  California Celebrates Black History Month

On February 4th, the Senate and the Legislative Black Caucus presented a resolution to Myrlie Evers-Williams, in recognition of Black History Month. A civil rights activist and journalist, who has worked for over three decades to seek justice for the 1963 murder of her civil rights activist husband Medgar Evers, Mrs. Evers-Williams delivered the invocation at President Obama's second inauguration in January. She has also served as chairwoman of the NAACP.
The Governor also issued a decree declaring February as Black History Month and this year's theme is "At the Crossroads of Freedom and Equality: The Emancipation Proclamation and the March on Washington."
Black History Month in February celebrates the contributions that African Americans have made to American history in their struggles for freedom and equality and deepens our understanding of our nation's history.

8.  March is Women's History Month

The 2013 National Women's History Month themeWomen Inspiring Innovation through Imagination, honors generations of women who throughout American history have used their intelligence, imagination, sense of wonder, and tenacity to make extraordinary contributions to the Science, Technology, Engineering and Mathematics fields.

NATIONAL: Prescription Drug Take-Back Day -- 9/27/12

Saturday is National Prescription Drug Take-Back Day

More than 7 million Americans abuse prescription medications. Prescription pharmaceuticals can be just as dangerous as illegal drugs when taken without a prescription or a doctor’s supervision. The source of most abused medications is from the home medicine cabinet.

Many people do not know what to do with unused, unwanted and expired prescription medications. Prescription drugs thrown in the trash or flushed down the toilet can contaminate the water supply. Proper disposal of unused drugs saves lives and protects the environment.

On September 29 from 10 a.m. to 2 p.m. the Drug Enforcement Administration (DEA) and its community partners will hold a National Prescription Drug Take-Back Day, operating collection sites at multiple locations throughout Contra Costa County where local residents can turn in their unused, unwanted and expired prescription medications.

Summary of Senator 's Town Hall Meeting

EDITORIAL NOTE 2012.02

To:      Blog Readers
From:  Blog Administrator

Subj:  A Summary, State Senator Mark DeSaulnier's Town Hall Meeting,
          Pittsburg City Hall, 7:00 - 9:00, last Thursday, 2/16

======================================================

0.  Outline
  1. Overview
  2. A Welcome by Mayor Ben Johnson
  3. My Impressions
  4. The Senator's Presentation
  5. Pamphlets and Handouts He Brought With Him
  6. The Senator's Powerpoint Presentation Handout Guide

1.  Overview.  The recent Town Hall meeting was a very worthwhile event, in a perfectly comfortable setting, with a great turnout. My guess was around 80 attendees.

  • There were about 15 or so people with learning and physical disabilities -- along with the group of dedicated souls who accompanied them, as non-profit organization staff.  3 or 4 speakers were severely disabled, but displayed inspiring warmth, courage, and spirit.
  • The meeting was video-taped by both the City's and Senator's teams.  Viewing should become available,  on-line, soon.
  • By the way, here is a site-link for Futures-Explored.org -- the non-profit which organized these particular attendees.
  • Overall, I think Senator DeSaulnier was made to feel quite welcome, as evidenced by the appreciative round of applause that sounded when his work was done.

2.  Mayor Ben Johnson opened the meeting and immediately turned the floor over to the Senator, who filled the fast-moving two hours with his polished PowerPoint presentation -- (see the end of this post).   At the end of the meeting, about 10 people took the microphone for questions.
  • Then, the Mayor commented on the night's fine turnout and on how very great it feels to have the public show up and help share the burden of governing (not exactly his words, but I think that was the gist).

3.  My impressions.  It was hard to keep good notes, things moved so quickly and were so interesting -- and much was new to me.  I hope other attendees will feel free to add their impressions, as comments on this posting.

  • Significantly, the Senator began his talk, detailing "what is right about California" (please see page 2, of his handout, below)
  • Thankfully, we received handouts which replicated each on-screen slide, so we could follow along.
  • A copy of his PowerPoint presentation-handout is included at the bottom of this posting.

Snippets from his talk, which I did manage to capture, included:

  • The Senator moves around the 7th District, giving this talk to different communities.

  • The Senator also conducts a mobile "District House" -- usually on Saturdays, where he is available for one-on-one contacts with constituents.

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
THE NEXT TWO "one-on-one's" are at:
(1)  The San Ramon Alcosta Senior and Community Center,
9300 Alcosta Blvd, San Ramon, 2/25/Sat, 10:00 am - 1:00 pm -- and
(2)  Orinda Intermediate School, 80 Ivy Drive, Orinda, 3/3/Sat.
(no appointment is necessary for either, but you may call
925-942-6082 for more info)
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

  • State committees fall into two main areas: "policy" and "fiscal."
  • Before entering politics, the Senator operated his own successful business for years.
  • This year 15 of 17 bills he prepared were signed by the Governor -- a very respectable 88%.
  • He mentioned the "Eastbay Economic Development Alliance" as having an excellent site for comparing the performance and nature of cities of the State.

  • This is the 100th anniversary of California's "initiative" system which was instituted to counteract the early awesome power of the Railroads over the state.  This initiative-system allows members of the public to petition directly, to place propositions on the ballot.  The only other way to do this is by the State Legislature. As I understand it, California is the only state to have this form of legislative tool -- direct public legislation.
  • He said it typically costs $1 million to $3 million to gather signatures to get on the ballot.
  • He reminded us, among other things, that the legislature has 40 senators -- 25 Democrats and 15 Republicans.
  • He also made reference to the US Congress's "Maplight" website which watchdogs legislative donations.  It deals with "revealing money's influence on politics." (very eye-opening)

4.  The Senator's Presentation.  It was extremely pleasing to see and feel this example of "democracy in action."  Clearly, the Senator is a dedicated, hard-working official with many key duties at the State House and around his/our District.

  • I don't feel particularly qualified to encapsulate his words for you, but the big thing, I think, is that he strives to be accessible and provide a wealth of useful information on-line and in person -- and a ready ear for his constituents.
  •  Afterwards, I felt better informed, with a reinforced sense that the State's difficult problems are being addressed, methodically, and that the decision-making process is quite sound, under the circumstances.

  • It was clear that citizen turnout matters to him a great deal in performance of his duties.   He has, no doubt, heard much of our feedback before, but the various audience speakers clearly made favorable impressions on him -- and did alert him with new and useful information.

5.  Pamphlets and Handouts he brought with him -- this is just a list (with some links)-- sorry, it's not practical for me to scan these in, just yet -- I am looking into getting digitized brochures, from the original sources -- we'll see.
